Telecommunications Regulatory Commission Statement on Licensing of Radio Frequencies in Jordan

The Telecommunications Regulatory Commission has announced plans to auction mobile broadband radio frequencies, paving the way for the introduction of LTE in Jordan. The Jordanian telecoms regulator will auction spectrum in the 1800 MHz, 2100 MHz and 2.6 GHz range for the provision of mobile services (2G/3G/4G), as well as the 2.3 GHz band for Fixed Broadband Wireless Access services.

The Telecommunications Regulatory Commission hereby announces its intention to proceed with procedures for licensing of the use of radio frequency spectrum for the purpose of providing Mobile Telecommunication services (2G and/or 3G and/or 4G) and Fixed Broadband Wireless Access services, by a competitive process whose details and conditions will be announced in subsequent steps.

Availing the subject matter radio frequencies through an open competitive process will be open to all interested parties whether from the existing Licensees or those who would like to acquire a new license for the purpose of providing the above mentioned telecommunication services, where the opportunity will be open for the entry of one new operator for the provision of Mobile Telecommunication services and another one operator for the provision of Fixed Broadband Wireless Access services.

Whereby, in case the winner of any of the frequency bands is originally an Individual Licensee and is providing services in the same field in which the frequencies are used, such winner will not be subject to any action regarding its Individual License.

If the winner is originally an Individual Licensee and is providing services in a field other than the field in which he will operate after winning the new frequency band, then such winner will be considered as a new operator in the field in which the won frequencies are used, and this requires that a modification to his Individual License be made in order to indicate the new service that will be provided.

If, however, the winner of a frequency band is not originally an Individual Licensee, then the licensing of the frequencies will be accompanied by licensing for establishing and providing Public Telecommunications Networks and Services (Individual License).


The Frequency ranges in which the Frequency bands are Available:

1. The 1800 MHz range.
2. The 2100 MHz range.
3. The 2300 MHz range.
4. The 2600 MHz range.

The Details:

First: Services allowed through the available frequencies:

• Mobile Telecommunication services (2G and 3G and 4G) in the 1800 MHz range.
• Mobile Telecommunication services (3G) in the 2100 MHz range.
• Mobile Telecommunication services (4G) and Fixed Broadband Wireless Access services in the 2300 MHz range.
• Mobile Telecommunication services (4G) in the 2600 MHz range.

Second: Acquisition Returns.

• The competitive process will set the actual acquisition returns for each frequency lot in the completion.
• The reserve price for the acquisition returns for each of the frequency bands in various ranges will be as follows:
- 32.5 Million Jordanian Dinars for each frequency band (5+5 MHz) in the 1800 MHz range
- 25 Million Jordanian Dinars for each frequency band (5+5 MHz) in the 2100 MHz range
- 2 Million Jordanian Dinars for each frequency unit (5 MHz) in the 2300 MHz range for Fixed Broadband Wireless Access services.
- 10.8 Million Jordanian Dinars for each frequency unit (5 MHz) in the 2300 MHz range for Mobile Telecommunication services.
- 18.75 Million Jordanian Dinars for each frequency band (5+5 MHz) in the 2600 MHz range

Third: Submission of expressions of interest.
Interested parties wishing to participate in the competitive process for the acquisition of the related frequency bands or units should submit their expressions of interest in accordance with the requisite form complete with the required information (attached), within a date not exceeding 17/1/ 2013.

Noting that the participation in the competitive process will not be limited to those who have submitted expressions of interest, but will be allowed for all and in accordance with the eventual tender conditions.

Fourth: The competitive Process.

The Commission will prepare the tender documents including all the conditions and details and the reserve prices for the acquisition returns in accordance with what is indicated above, taking into consideration the information, comments and suggestion submitted in the expressions of interest as far as possible.
