3G and BWA Spectrum Auction Timelines in India

India’s Department of Telecommunications (DoT) has published a timetable for the upcoming WCDMA auction which will enable large-scale commercial rollout of 3G services in the world’s second largest mobile market. Applicants are required to submit bids by the deadline of 13 November. The auction for WCDMA licences will take place on 7 December. Successful bidders will be obliged to pay for the licences within 15 days of the end of the auction. Earlier this year, the DoT licensed two 3G operators, the state-owned BSNL and MTNL.

Release of Revised Information Memorandum: 29-Sep-09

Deadline for submission of questions for pre-bid conference: 08-Oct-09

Pre-bid conference: 12-Oct-09

Issue of clarifications, if any: 22-Oct-09

Notice Inviting Applications: 26-Oct-09

Final date for Applications: 13-Nov-09

Publication of ownership details of Applicants: 18-Nov-09

Bidder Ownership Compliance Certificate: 23-Nov-09

Pre-qualification of Bidders: 27-Nov-09

Mock Auction: 03-Dec-09 to 04-Dec-09

Start of the 3G-WCDMA Auction: 07-Dec-09

Start of the EVDO and BWA Auctions 2 days after the close of the 3G-WCDMA Auction

Payment

Payment of Bid Deposit by successful bidders within 5 calendar days of the close of the relevant auction

Payment of the balance amount (Successful Bid Amount less Bid Deposit) within 15 calendar days of the close of the relevant Auction
