The Swedish Post and Telecom Agency (PTS) has invited interested parties to participate in a spectrum auction for licences in the 28 GHz frequency band. The licences will be service-neutral and (with certain restrictions) technology-neutral. In Europe, this frequency band is harmonized for use of radio links and will provide mobile operators with access to high transmission capacity to and from base stations. The national licences will include a total of 18 frequency blocks comprising 2x28 MHz. The deadline for submitting the applications is 25 August 2009.

PTS, the Swedish Post and Telecom Agency, is planning to assign block licences in the 28 GHz band. These licences are service-neutral and (with certain restrictions) technology-neutral. In Europe, this band is harmonised for use of radio links.

The growth of mobile broadband in recent years means that operators need access to high transmission capacity to and from base stations. The 28 GHz frequency band is suitable for this.

Ordinarily, planning of individual radio transmitters is managed by PTS, but since the licences will be assigned in blocks, licence holders may themselves plan where the individual radio transmitters should be located. This means that the frequency space can be used more efficiently. There is also less of an administrative burden for licence holders since licences for individual radio transmitters are not needed.
The auction is planned to begin on 15 September 2009. It will be held by e-mail and encompass a total of 18 frequency blocks comprising 2x28 MHz. These are national licences.
Those wishing to participate in the auction must submit a written application and a bank guarantee to PTS by 25 August 2009.
