2.5  WRC-07 is the right time to identify the new spectrum for IMT

For WRC decisions, it has typically taken about a decade, between the time when the spectrum is identified and when it is made available/licensed:
  • from WARC-92 until the years 2001-2002, when UMTS/IMT-2000 deployment started in the band 1920-1980 MHz / 2110-2170 MHz
  • from WRC-2000 until the 1 January 2008, when UMTS/IMT-2000 extension band 2500 – 2690 MHz will become available in CEPT
A WRC-07 decision would enable IMT-Advanced deployment in the timeframe of years 2015-2020. This is the right timing, based on the market studies (as listed above).

If the decision is postponed to WRC-11, it would have a negative impact on the market developments, as availability of spectrum would then be deferred beyond the year 2020. Also, regional fragmentation could happen if WRC-07 does not provide a global spectrum identification for IMT, as several countries may choose introducing IMT-Advanced in national frequency bands due to the lack of globally harmonized spectrum.
